Who is responsible

In the Netherlands, businesses that place packaging on the Dutch market are responsible for the packaging waste-management contribution, administered through Afvalfonds Verpakkingen. This applies to domestic and foreign producers alike.

The weight threshold

The Dutch system has historically applied a de-minimis weight threshold: producers placing less than a set tonnage of packaging on the market in a year are not charged the contribution. Even so, you should confirm your position rather than assume you are exempt, because the calculation is based on total packaging placed on the market and can change year to year.

Reporting

Producers above the threshold declare the packaging they placed on the market by material and pay the corresponding fee, which — as elsewhere in the EU — is increasingly modulated by recyclability. Reporting is annual.
