Germany runs the strictest packaging-EPR regime in the EU under the Packaging Act (VerpackG). Every seller placing packaged goods on the German market must register in the LUCID register (run by the ZSVR) and join a dual system before the first sale.
No de-minimis threshold — registration is required from the very first unit sold, including Amazon FBA.
Report packaging volumes in LUCID on an ongoing basis; the annual declaration (Datenmeldung) reconciles the full prior year.
