Verpackungsgewicht (Packaging weight): Under PPWR and national EPR regulations, producers must report the annual weight (in tonnes or kg) of each packaging material placed on the market. This forms the basis for eco-fee calculation.

Tonnagebericht (Tonnage report): The annual submission to your national PRO (e.g. LUCID in Germany) stating the weight of each packaging material sold in that market. Inaccurate tonnage reports can trigger audits and penalties.

Verpackungsarten (Packaging types): PPWR distinguishes packaging by function (sales packaging, grouped packaging, transport packaging) and material. Each type may have different EPR fee rates.

Lizenzierungspflicht (Licensing obligation): Producers must licence (pay for) the weight of packaging they place on the market via a licensed PRO. In Germany this is mandatory since VerpackG 2019.

Füllgradoptimierung (Fill-rate optimisation): PPWR Art. 24 mandates maximum 50% empty space in e-commerce packaging from 2030. Optimising fill rates reduces both eco-fees and material use.

Frequently asked questions

Does EPR reporting need exact gram-level accuracy?
Most EU countries require reporting in tonnes (1,000 kg). However, you must be able to demonstrate that your reported figures derive from accurate per-unit packaging weight records. Estimates are fine for planning; actual filing needs to be based on measured weights.
Does packaging weight include the product weight?
No. EPR reporting covers packaging material weight only — not the product inside. You need to weigh each packaging component separately (box, film, tape, etc.) without the product.
How do I get accurate packaging weights?
The most accurate method is to physically weigh empty packaging (without the product). Suppliers can usually provide technical specifications. globalEPR.ai lets you record measured weights per SKU and auto-calculates annual EPR tonnage by material.
How far off is this estimator versus real EPR filing?
