EPR-Kosten (EPR costs): Companies placing packaged goods on EU markets pay two types of compliance costs: (1) a software/management platform subscription to handle registration, reporting and document generation; (2) eco-fees (Lizenzentgelte) paid directly to each country's national PRO, calculated on packaging weight × material type × country-specific rate.
Lizenzentgelt / Recyclinggebühr (Licensing fee / eco-fee): Germany's LUCID system charges per-kg rates based on material and recyclability grade. Typical rates: paper/cardboard €0.05–€0.20/kg; plastics €0.40–€1.60/kg; glass €0.03–€0.10/kg. France Citeo, Italy CONAI, Spain Ecoembes each publish their own fee tables.
Ökomodulation (eco-modulation): Under PPWR, packaging with higher recyclability grades (A/B) will attract lower eco-fees than non-recyclable packaging (D/E). Planned from 2030 in most EU markets. Investing in recyclable design now reduces future eco-fee exposure.
Tonnage-Meldung (tonnage reporting): Each country requires an annual declaration of the weight (in tonnes) of each packaging material placed on that market. Fees are then invoiced by the PRO based on this declaration. Accurate per-SKU weight tracking is essential for compliant reporting.

Your compliance budget has two parts: (1) globalEPR.ai subscription from €49/mo — the software that tracks, calculates, and generates your compliance documents; (2) eco-fees paid by you directly to each country's PRO (LUCID, Citeo, CONAI, etc.) based on your packaging weight and material. We do not collect eco-fees — you pay the PROs directly. Add your own Authorised Representative details once and they auto-fill every document.
Eco-fees are NOT included in globalEPR.ai pricing — they are paid by you directly to each country's national recycling scheme (PRO). globalEPR.ai calculates your fees from packaging data, generates submission-ready tonnage reports, and tracks your filing deadlines.
Eco-fee payments and report submissions go directly between you and your chosen PRO — globalEPR.ai gives you the data, calculations, and documents to make that process fast and audit-ready.
Each EU country sets its own eco-fee rates through a national PRO (e.g. LUCID in Germany, Citeo in France, CONAI in Italy). Fees are calculated as: weight in kg × material type × country-specific rate per kg. Plastic packaging carries the highest rates (€0.40–€2.00/kg depending on country and recyclability); paper and glass are the lowest (€0.03–€0.20/kg). View all rates on our EU EPR fee rates page.
No. globalEPR.ai is a compliance management platform — we calculate your eco-fees, generate your tonnage reports in the correct format, and remind you of deadlines. You (or your service provider) submit the reports to each PRO and pay the eco-fees directly. If you need someone to handle filings for you, we offer a done-for-you EPR registration service starting at €49/country, or you can hire an Authorised Representative.
