Registering packaging EPR in Germany: LUCID and the ZSVR

Who must register

Under Germany's Packaging Act (Verpackungsgesetz, VerpackG), any producer — including a non-German seller or their importer — placing packaging filled with goods on the German market for the first time must register in the LUCID packaging register before selling. LUCID is operated by the Central Agency Packaging Register (Zentrale Stelle Verpackungsregister, ZSVR).

The two steps

  • Register in LUCID — free registration that produces a registration number. Marketplaces are legally required to verify this number and will block non-registered sellers.
  • License with a dual system — contract with an approved dual system (a producer responsibility organisation) and report the volumes/materials of packaging you place on the market. The dual system fees fund household packaging collection and recycling.

Keeping it in sync

The data you declare in LUCID and the volumes you report to your dual system must match. Report the quantities actually placed on the market for the reporting period and keep your registration details current.
