France requires every producer to obtain a unique identifier (IDU) issued via ADEME and to join an approved eco-organisation (PRO) such as Citeo. France also mandates on-pack sorting information.
Registration applies from the first product placed on the market; there is no general volume exemption.
Declare packaging quantities annually to your eco-organisation; the eco-contribution is billed per product.
