Since Brexit, the UK runs its own packaging Extended Producer Responsibility (pEPR) scheme, entirely separate from the EU. If you sell on Amazon.co.uk, an EU registration does nothing for you here — you report and pay in the UK too.

Are you obligated?

Obligation depends on turnover and the packaging tonnage you handle. As a guide, "large" producers are typically those above roughly £2m turnover and 50 tonnes of packaging a year, while "small" producers sit above about £1m turnover and 25 tonnes. Small producers report data; large producers report data and pay fees.

How UK pEPR works

  • Report Packaging Data (RPD) is the government service where you submit packaging data.
  • Data is split between household and non-household streams — the split affects your fees.
  • Base fees for household packaging began invoicing in 2025, administered by the scheme administrator.
  • Recyclability assessments (RAM) will modulate fees, rewarding easier-to-recycle packaging.

  1. Check whether you cross the turnover and tonnage thresholds.
  2. Collect your UK packaging data by material and stream.
  3. Register and report through RPD on the required schedule.
