- Non-contact-sensitive plastic packaging: a higher threshold from 2030, rising further by 2040.

The evidence problem
Recycled content is only as good as your ability to prove it. That means supplier declarations, batch-level certificates and a chain of custody from recycler to converter to your finished pack. Verbal assurances will not survive an audit.
Practical steps
- Map each plastic component to a resin type and current PCR percentage.
- Request written, certified PCR declarations from every supplier.
- Track the plant-level average per packaging type, not just per SKU.
- Flag gaps early — securing certified recycled resin can take quarters, not weeks.
