The milestones that matter

  • 2025 — Entry into force. The clock starts. Transitional periods are measured from here.
  • 12 August 2026 — General application. Most obligations become enforceable, including substance limits and the Declaration of Conformity regime.
  • 2028 — Labelling harmonisation. Material-identification and sorting labels become mandatory once the implementing act applies.
  • 1 January 2030 — The big one. Recyclability-by-design becomes binding, the first recycled-content targets bite, the 50% empty-space limit applies to grouped/transport/e-commerce packaging, and reuse targets begin.
  • 2035 & 2040 — Escalation. Recycled-content and waste-reduction targets ratchet upward.

Why early action wins

Packaging redesign, supplier requalification and ERP integration all have long lead times. A recycled-content target due in 2030 means resin decisions in 2027–2028. A reuse target means logistics partnerships that take years to stand up. The brands that struggle are the ones that treat 2030 as a 2029 problem.
