Selling into the EU from China means meeting several separate regimes at once. Miss one and Amazon can block your listings or hold your payouts. Here is the full checklist, in the order most sellers should tackle it.

1. EORI and VAT

  • EORI number to import goods into the EU customs territory.
  • VAT registration where required, plus consider IOSS for low-value B2C consignments.

2. EPR registration (packaging)

Register in every country where you sell or store stock — Germany (LUCID), France, Italy, Spain and beyond. Each is separate. See our guide to EPR in all 27 countries.

3. GPSR Responsible Person

Appoint an EU-based Responsible Person for your consumer products and add their details to listings. Details in our GPSR Responsible Person guide.

4. PPWR packaging rules

The Packaging and Packaging Waste Regulation applies from 12 August 2026 and layers design rules on top of EPR. Read the PPWR August 2026 action plan.

5. Product-specific rules

  • CE marking and a Declaration of Conformity where the product category requires it.
  • Substance restrictions (for example REACH) and any category-specific labelling.

Do it in order

  1. Get EORI + VAT sorted so you can import and sell.
  2. Register EPR per country.
  3. Appoint the GPSR Responsible Person.
  4. Fix packaging design and documentation for PPWR.
