The Packaging and Packaging Waste Regulation (PPWR) replaces Directive 94/62/EC and sets binding rules on substances, recyclability, recycled content, minimisation, labelling, reuse and EPR for all packaging placed on the EU market.
Applies to every economic operator placing packaging on the EU market: manufacturers, importers, distributors and fulfilment service providers.
In force 11 Feb 2025; main obligations apply from 12 Aug 2026; recyclability and recycled-content targets phase in from 2030.
